there are conflicting reports as to why a Vietnamese fishing boat sank in the South China Sea. It is the latest incident and the deepening territory dispute between China and Vietnamn. The boat went down near at the disputed Cooper violent, where China has set up a deep sea oil drilling operation.

Vietnamn says the boat sank whan it was rammed by a Chinese fishing vessel, but China says there was a collision and the Vietnamese boat was at fault.

"The Vietnamese crew members falling into water have been rescued, but have to point out that the incident was caused by Vietnamn, and patents are disturbing China's ligal mineral ___operation, and conducting unsafe actions in the area. We urged Vietnamn again to immediately stop this disruptive and sabotaging actions, especially the dangerous actions in the Sea and ____________safrty and ligal fishing operation. " 

Earlier in this month the dispte over territory spilled into violent anti-Chinese protests in Vietnamn prompting Beijing to evacuate thousands of its nationals

The Chinese Government has released a White Paper, detailing the progress made in Human Rights in 2013.

The document covers nine aspects, including social security rights, democratic rights, and personal rights.

In 2013, the anuual per capita net income for both urban and rural residents increased. For rural residents,  it was up 9.3% over the previous year in resl terms.

Meanwhile, for urban residents, it was up 7%.

By the end of the 2013, the number of the people covered by the new rural and urban social endowment insurance system by 13.8 million.  

Vietnam's Prime Minister  Nguyen Tan Dungc says: his country is considering legal action against China over issues in the South China Sea.

The statement came during the meeting with the president of the Philippines about strengthening defense cooperation.

He criticisized that China for causing what it called the extremely dangerous situation in the South China Sea.

But he says while Vietnam would fiercely defend its territory. it would never resort to miliitary action unless forced to take self-defense action.

The anti-China riots in Vietnam started after the deployment of a Chinese oil rig in the South China Sea.

新疆ウイグル自治区のウルムチで起きた爆発事件は、死者が３１人、けが人が９０人以上に上る大惨事となりました。

ウルムチ先月末にも爆発事件が起きたばかりでした。

地元政府の発表によりますと、日本時間の今朝、８時５０分ごろ、二台の車がガードレールを乗り越え、市場にいた多くの人を引いたあとに、

爆発装置を起動させ、３１人が死亡、９４人がけがをしました。

国営メデイヤによりますと、現場では、十数回の爆発音が聞こえたという事です。

宮城県石巻市の大川小学校で犠牲になった児童のうち２３人の遺族は学校側が巨大津波を予想できたにもかかわらず。

５０分にわたって、児童を校庭に待機させるなど、安全配慮義務を怠ったとして、石巻市と宮城県に総額２３億円の損壊賠償を求めました。

今日の第１回口頭弁論で石巻市と宮城県は「巨大津波が来る事が予想できなかった」として、請求が棄却を求めました。

Chinese president Xi Jinping has met with the United Nations secretary-general Pang Ki-Moon.

The meeting comes ahead of a summit of the conference on interaction and confidence-building measures in Asia.

The CICA summit is scheduled to open on Tuesday.

During this meeting, Xi Jinping said the only way to address the world's hit issues is to seek political solutions.

Xi Jinping also said the international community should adhere to political solution in all conflict, adding that UN should uphold this principle.

皇后様が皇居で飼育されている蚕に餌の桑をあたえられました。

皇后様は歴代の皇后から、養蚕を引き継がれています。

皇居内の養蚕所では、およそ１３万頭の蚕を飼育されています。皇后様は、日本古来の小石丸という品種の蚕に、「こんなに大きくなって」と桑の葉を一枚一枚与えられました。

続いて、日本産と中国産の交雑種に職員とともに、えたごと与えられました。蚕は、毎年春から飼育が始まり、その糸は宮中祭祀に使われています。養蚕は明治天皇の后、昭憲皇太后が始められ、

歴代の皇后に受け継がれています。皇后様は職員から順調に育っていると聞き、喜ばれていました。

衆議院議長の式辞

天皇陛下の御臨席を仰ぎ、第１８６回国会の開会式を行うにあたり、衆議員及び参議員を代表して、式辞をもし述べます。

現在、我が国には内政、外交の諸課題が山積しており、緊急かつ慎重にこれにあたり、解決の道を開かねばなりません。

憲法の規定に基づき、国会は内閣総理大臣の指名により、行政権を創出し、内閣は内政、外交を処理する行政権の行使について、主権者たる国民の負託を受けた国会に対し連帯して責任を負っています。

したがって、われわれ議員一同は、内政、外交の各般にわたり、すみやかに、適切かつ充実した審議を行い、国民生活の安定こうじょうに万全に期し、諸外国と相互理解と協力を一層深め、世界の平和と繁栄に寄与する責任を負っております。

When Hon Hai chairman terry Gou spoke out against the lawmaker of the DPP－Chen, chairman Su to manage the members of his party. 

Reponding today, Su said that the party headquarter censured Chen on the day he went to the funeral fot the president Ma's mother.

Su also called on the DPP legislative caucus to give its own punishment. 

Following chen's apology today, Su said he will respect the caucus' decision. 

President Ma and the DPP chairman Su will meet on Friday morning at ten, just see if they can find a solution to the statement over the Taiwan's nearly complete Fourth Nuclear Power Plant. The meeting will have no preconditions. It's hard to tell what if anything will come out after the meeting. The chances of a breakthrough are slim because of major differences on two key issues- the future of the nuclear power plant and making it easier to pass a referendum
